In November 2024 Moira Shire Council appointed 19 community members to a panel and tasked them with crafting a shared vision for the future of our community.
The Community Panel with support from Council has prepared a draft MoiraVision 2045, a shared community vision that describes the kind of community in which we want to live, work, and thrive.
A community vision brings together diverse voices, guides long term decision-making, and helps prioritise resources.
This vision will shape Council’s strategic planning and service delivery for the next 20 years and it will inform the development of the 2025 – 2029 Council Plan.
Moira Shire Council and the Community Panel now welcome your feedback on the draft MoiraVision 2045.

Members were selected based on their expertise, lived experience, and ability to provide informed advice on the future direction of Moira Shire.
The panel participated in two workshops, collaborating to identify key priorities, capture community aspirations, and shape a vision that reflects the needs of all residents.
From Thursday 28 November to Tuesday 17 December, Moira Shire Council conducted a community survey to gather your insights and ideas for MoiraVision2045. This consultation aimed to identify key themes and priorities to help shape a connected, inclusive, and thriving future for our Shire.
Through community surveys and collaboration with the Community Panel, Council has gained valuable insights into what matters most to the people of Moira Shire.
The community envisions a connected and inclusive region, with a sustainable environment, improved infrastructure and liveability, and a thriving local economy that supports agriculture, tourism, and job opportunities.
These community priorities have shaped MoiraVision 2045, ensuring it reflects the aspirations, values, and needs of the people who call Moira home.

In 2045, Moira Shire will be a welcoming, connected, and inclusive community where everyone feels a sense of belonging. Our growing population of residents, workers, and visitors will live, work, and play in safe, sustainable spaces that celebrate the region’s unique towns and heritage. We will embrace First Nations connections and cultural diversity, fostering a vibrant future that balances the needs of all communities.
In 2045, Moira Shire will have sustainable agriculture and well-managed water to protect our natural resources. Waterways and natural environments will be preserved and accessible for all. Expanding urban and rural forestry will enhance biodiversity. A circular economy with minimal emissions will drive sustainable practices, support environmental protection, and boost liveability. We will continue valuing and safeguarding our natural assets for future generations.
In 2045, Moira Shire will be digitally connected, with access to essential services like healthcare, education, and recreation. We will prioritise affordability and wellbeing for all residents. Well-maintained transport and roads will link us to regional and metropolitan areas. Community facilities, parks, and trails will support recreation and social connection, enhancing liveability and making Moira a great place to live, work, and thrive.
In 2045, Moira Shire will have strong, innovative agriculture and manufacturing driving economic growth, supported by a thriving services sector. Education and local job pathways will connect businesses and schools, encouraging people to stay and return. A forward-thinking economy will attract investment and new residents. Moira will be known for sustainable, year-round visitor experiences, showcasing its diverse landscapes, culture, and local offerings.
